Dependent Benefit Information
Instructions for dependents of veterans and active duty military using the Post 9/11 GI Bill® education benefit:
- The transferability option under the Post 9/11 allows service members to transfer unused benefits to their spouse or dependent children. Click here for details. The Department of Defense determines whether benefits can be transferred to family members.
- Eligible dependents include: spouse; one or more of the individual’s children; any combination of spouse or child; a family member must be enrolled in the Defense Eligibility Enrollment Reporting System (DEERS) and be eligible for benefits, at the time of transfer.
- Upon approval, family members may apply to use transferred benefits with the Department of Veterans Affairs (VA) by completing VA Form 22-1990e (VONAPP), which can be found here.
- Dependents may not use the benefit until they have attained a secondary school diploma (or equivalency certificate), or reached 18 years of age.
- In approximately 6-8 weeks, eligible dependents will receive a Certificate of Eligibility Letter from the Department of Veterans Affairs which will be required by the school of choice.
- The Department of Veterans Affairs will pay the in-state tuition and fees directly to the University of Pittsburgh based on the students’ percentage of eligibility.
Residency and Tuition
In-State students whose percentage of eligibility is less than 100 percent are responsible for the uncovered portion of the tuition and fees.
Out-of-State students who are Eligibile for VA education benefits (and have a "Certificate of Elligiblity" from the VA) can have their tuition changed to the in-state rate. In order for this change to occur, please submit a copy of your Certificate of Elligibility to the Office of Veterans Services
Monthly Housing Allowance
Students attending more than half time will receive a monthly housing stipend based on their percentage of eligibility. Monthly housing stipends are paid by the VA one month following the earned benefit. (Ex: September housing benefit will be paid on October 1). A spouse of an active duty soldier is not eligible to receive the Monthly Housing Allowance (MHA).
Important Notes about Receiving Your Benefits
- Students should bring or send a copy of the Certificate of Eligibility letter to Leah Albert, Outreach Coordinator, Office of Veterans Services, email@example.com.
- Students will be asked to complete a Certification Request Form after course registration is complete. This form must be completed each term that the student chooses to use the Post 9/11 GI bill® education benefit.
- Notification will be sent via Pitt e-mail when the Enrollment Certification has been processed.
- All dependents using GI Bill® education benefits are responsible for paying their on-campus housing and meal plans according to the University billing deadline. Monthly payments can be arranged through the University PittPAY system.
- Approximately 14 days before the term begins, the Veterans Administration will send tuition and fee payments to the University and students will receive a book stipend in their personal accounts in the amount of $41.67 per credit up to the maximum payment of $1,000 per year for full-time attendance. Tuition, fees, and book stipends are paid according to the students’ percentage of eligibility.
- All students using the Post 9/11 Chapter 33 education benefit are required to report all changes, including changes to their contact information, class schedule, and add/drop, withdrawals, or incomplete grades. Withdrawing from classes after the add/drop deadline could incur a debt to the Department of Veterans Affairs.
